BACKGROUND:

King County adopted the West Hill Community Plan in 1993, and it became part of the 1994 King County Comprehensive Plan. Ten years later, the county adopted Motion 14221, which called for a comprehensive update to the West Hill Community Plan.

Around this same time, the county was providing technical assistance to a community-led effort to update the Community Plan. This effort resulted in the Skyway-West Hill Action Plan (SWAP), which was proposed as an addendum to the 1994 West Hill Community Plan during the King County Comprehensive Plan update in 2016.

The addendum was not adopted, but the King County Council did direct the Department of Permitting and Environmental Review to work with the Skyway-West Hill community to review the proposed SWAP and update the 1994 West Hill Community Plan within the context of the new Subarea Planning Program.

The King County Council approved a motion (Motion 15142) authorizing the restructured Subarea Planning Program on May 7, 2018. This motion included the Skyway-West Hill Community Service Area (CSA) Subarea Plan schedule. The plan will be developed between July 2018 and June 2019 and transmitted to the King County Council by June 30, 2019. The Council will review the recommended plan and provide a new set of public comment opportunities between July 2019 and June 2020.
